Job Description
EngenderHealth is seeking a Team Leader for the anticipated World Bank-funded Government of Tanzania-led Project for Advancing Gender Equality in Tanzania (PAMOJA Project). The overall objective of this assignment is to assist the government of Tanzania, specifically the Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG), to adapt, design, pilot, refine, and support the scale-up of an adapted community-based social norms change and GBV prevention program on Tanzania Mainland. The program will be based on the Bandebereho/Program P model, a couples-based intervention successfully implemented in Rwanda, or other evidence-based parenting model to address GBV prevention. The assignment begins with intensive piloting in two districts before scaling progressively to a total of 15 councils across Mainland Tanzania.
Responsibilities
- Provide program leadership, direction, and supervision across all four technical strands (Formative Research, Programs/Curriculum Adaptation, Training of Trainers, and MEL), including oversight of staff, consultants, and partners.
- Ensure an ongoing commitment to technical excellence and adherence to gender equality, social inclusion, and safeguarding standards and best practices.
- Ensure high-quality implementation of a project focused on community-based violence prevention and social behavior change, with fidelity to the adapted Bandebereho curriculum maintained from pilot through scale-up.
- Provide strategic direction by leading planning and implementation reviews to facilitate the cost-effective and timely achievement of contract deliverables, including district-by-district rollout to 15 councils.
- Ensure active coordination across all four technical strands.
- Manage team members, including highly specialized technical staff and embedded district-level personnel, to deliver against the project workplan.
- Ensure project activities maximize impact and are completed in compliance with EngenderHealth and World Bank rules and regulations; Government of Tanzania laws, policies and guidelines; and donor agreement requirements.
Requirements
- Regular domestic travel is required to the project’s target regions to ensure smooth project operations. Occasional international travel may also be required to support project visibility.
- This position primarily involves computer-based work in an office or remote environment. Duties may include extended periods of computer use, participating in virtual meetings, and communicating effectively in written and spoken formats.
- Work may be performed with or without assistive technology.
- Reasonable accommodations may include ergonomic equipment, adaptive technologies, modified schedules, alternative communication methods, or other supports provided in accordance with applicable law and organizational policy.
- Flexible work arrangements may be available based on business needs.
Qualifications
- Master’s degree in Gender Studies, Social Sciences, Development Studies, or related discipline.
- A minimum of eight (8) years of experience managing GBV prevention and/or community-based development programs.
- Experience serving as Team Leader on at least two (2) similar projects involving qualitative and participatory research, particularly in the areas of GBV, social norms change, masculinity, family dynamics, and community-based interventions.

- Proven experience leading Program, Bandebereho adaptations or similar couples-based and/or parent models in Tanzania or Sub-Saharan Africa.
- Experience translating formative research into adapted program materials in a community-based GBV prevention context, with specific experience in rapid, iterative curriculum adaptation during pilot phases.
- Demonstrated experience overseeing and implementing research studies.
